European Crisis Management: Körber Policy Paper by Erhard Busek
Körber Policy Paper No. 7 (“Too Little, too Late. Europe Needs Better Crisis Management”), another essay in edition Körber Stiftung’s “Standpunkte” series, is now available in English. The author, Erhard Busek, was Special Coordinator of the Stability Pact for South Eastern Europe from 2002 to 2008.
Busek notes that Europe has been in a state of crisis ever since the beginning of the integration process, and this has been to its advantage. Some crises have been underestimated, and some crises have distracted attention from other crises. However, it was crucial to keep our sights fixed on the whole picture. Busek wants us to “understand Europe holistically, and as our destiny. For this reason it is important to draw certain conclusions from all these crises and then to improve what we do for Europe.”
Busek gives the reader ten lessons in effective European crisis management. They include the notion that the goal of crisis management is not more power, but more humanity; that investments in infrastructure are necessary, but need to be made in a systematic manner; that business and social partnerships are the best guarantors of stability; that crisis management requires regional cooperation; and that crisis management makes it imperative to reform the EU.
