What foreign policy challenges is the European Union facing? What institutional framework will be needed to cope with these challenges successfully? Robert Cooper, Director-General for External and Politico-Military Affairs at the General Secretariat of the Council of the European Union, spoke with members of the German Bundestag, representatives of the Foreign Office, Defense Ministry, and selected think tanks on European external policy against the backdrop of Germany’s EU presidency.

Mr. Cooper identified uniform European policy towards Kosovo and Iran as the chief tasks facing EU external policy. He analyzed the EU’s relations with Turkey and Ukraine, the Middle East, Russia, and Africa, and proposed options for reforming the structures of Europe’s external policy.

Robert Cooper took part in the Körber Foundation’s 132nd Bergedorf Round Table on in Dubai in 2005 and in the 136th Bergedorf Round Table .

The Körber Foundation regularly invites small groups of senior foreign policy practitioners in Berlin to its Background Discussions . As in the Bergedorf Round Tables, the confidential discussions take place shielded from public notice.
