Körber Network Foreign Policy – Visit to Flotilla 1 in Kiel

July 10 – 11, 2007

In Kiel the participants learned about the tasks and operational areas of the German Navy’s Flotilla 1. Captain Jürgen Mannhardt presented the Flotilla 1 and its tasks as well as the newly founded Centre of Excellence for Operations in Confined and Shallow Waters (COE/CSW). The Commander of the Flotilla, Rear Admiral Andreas Krause, reported on his experiences during the UNIFIL mission. Its naval component is the United Nations’ first-ever maritime task force. The UNIFIL mission’s fundamentals and rules of engagement were major points of discussion as well as dangers and risks these kinds of operations face in the Middle East. Captain Klaus Beyer (A 7 Flotilla 1) and Frigate Captain Andreas Jungmann (Commander 7th Fast Patrol Boat Squadron) provided insights into their experiences.

During a guided tour through the minehunter Bad Bevensen – part of the 5th Minesweeping Squadron – the participants of the trip met the ship’s crew and learned about living and working conditions on board.

On the previous evening, Till Knorn – Senior Advisor to the State Premier of Hessen from the Permanent Representation of the State of Hessen in Berlin – prepared the participants for the following day with a lecture on "Military issues in German Foreign and Security Policy".
