Dr. Gernot Erler, Deputy Chairman of the SPD parliamentary group met with representatives from various federal ministries, government agencies and selected think tanks to discus his thesis, “Failure in the Wake of 9/11: Using Superior Strategies to Counter Terrorism” published on 17th May in the “Standpunkt” by the edition Körber-Stiftung.
The participants talked about the effectiveness of the anti-terrorism strategy after 9/11. They were predominantly against military means in the fight against terrorism because of the devastating effects of these actions. Long-term and better alternatives to consider could include crisis prevention, the deployment of civilian actors, and a successful European Neighborhood Policy. There was a general consensus that a European policy which aimed to strengthen regional cooperation and to encourage political and social reforms is preferable to military actions. Nonetheless, participants acknowledged that not all military measures should be dismissed such as the U.S. Drone attacks in Afghanistan and Pakistan targeting senior Al-Qaeda and Taliban leaders which had been rather effective.
