Upon invitation of Körber Foundation Vice-Minister Liu Shijin, Deputy Director of the Development Research Center of the Chinese State Council, spoke with Members of the German Bundestag, representatives of government agencies as well as selected experts in Berlin. He discussed the current reform efforts of the Chinese leadership. He underlined that the leadership was aware of the increasing accumulation of debt on the provincial level. The comprehensive reforms were implemented under the leadership of the Chinese Communist Party, however, they also included a reform of the party itself. The participants asked about the role of civil society actors in the reform process. A member of the Chinese delegation stressed that NGOs were welcome in China, but it would not necessarily be helpful if every single topic were politicized.
